Is there a reason Hecarim needs infinite move speed and the ability to one shot you at lvl 2

Yeah, because people on the boards don't know what one shot means. The word you're looking for is burst. Neither of which he can actually do because his level 1 clear is god awful.
He doesn't have "infinite movement speed".
That's gross over-exaggeration.
Is there a need for exaggeration?
