Talon: Still good? In current meta? worth mastering?

I have always loved Talon as a champion and his backstory and all that, but I've never really been good at him. Is he a good champion? Is he worth mastering? I feel like after his initial burst, if he doesnt kill the person then he's pretty useless. Im still a noob so i dont know what I'm talking about xP im just looking for opinions and statistics and whatever else that'll help me decide if i still want to play him!

This is my friend, i am always impressed with the things he can do with Talon. There are only 2 match-ups i have seen where he consistently does not destroy and that is Nunu and Galio. Other then those 2 champs he has obliterated every other match-up more then 5 times.
