I think if turrets weren't in such a bad spot, the item wouldn't be considered so bad. I actually used to build it a lot on Leona back when some of the turrets had lasers and I wanted to dive. It made sense back then since the turrets actually hurt. Now you just basically build a single armor / HP item and stand there all day. Turret throws marshmallows at you x3.

3s shutdown 120s CD can alternatively be 72s w/Ingenious Hunter

2.5s stasis 130/115/90s can alternatively be 49.5s w/45% 42.075s w/45% + Ultimate Hat

At later stages of the game yes, but you really shouldn't use your ult for something like so unless it's a game winning fight or you really just have to do it.
