Make Singed W deal some damage!

The key point of this is to get Singed a tweak to his W. To give it a small amount of damage.

Singed is a decently strong champion currently, not gonna lie, and he is my favorite go to champ. But there are points to his gameplay that seem a bit sluggish. He is tanky but even he has a hard time against someone that can snowball. His W doesn't do too much. It can help him get close yeah and the E W combo is nice but most champs have a legitimate way to snowball. It makes things really hard for any Singed player to play when they go up against hard snowballers. Giving a small amount of damage to his W would make things not so hard and it would not change gameplay if the damage is very minor. Something that would give him some poke without the need to dive head on or be chased. Cass has more than this in her W and it fits her just fine. The "ground", slow, and damage. Even the ground would be appreciated by itself because anyone can just walk through and dash away as it is now. In my honest opinion, these changes would not affect very much but it would give Singed a little love considering they nerfed a few of his key items sets.

I will agree that the ground might be a bit overbearing but it fits his abilities. The damage would be DOT based but not inflict poison. This would make the oh so rare E W combo more worthwhile.
