Can we please nerf Annie Tibber's movement speed?

Seriously, who in their right mind at Riot HQ even thought to buff her ult from what she used to be to what she is now. She already is a skill-less champion and you want to make her even more ridiculous? At the moment, Tibbers MS is insane and can basically 50% my HP just by walking up to me and AAIng me. I can't run away because Tibbers runs faster and I cant fight because he will do more damage... On top of already me (as any other mid champ) doing so much to do so little and then all she does is flash, R, Q and kills you. Hell she doesn't even need AP to blow up a carry... Why was her ult buffed to begin with? I just don't understand the logic at Riot HQ. When people wanted mages to be buffed, no one was thinking "Gee Annie is so weak right now and I want her in a lot of games because she promotes mechanical skills and raw talent at the game."
