So how exactly is it that as a 14/6/15 Jinx in this scenario that I'm only level 14 and the Ashe player is two levels ahead of me?

Because minions give more exp than champions

Ashe probably had most of her deaths when there were no minions around, or when she was the last to die and got solo exp for minions

Because of the crazy low CS scores, I'm gonna bet that it's an ARAM game. One possibility is that most of Ashe's deaths were early on, when the death timer was lower, and thus spent significantly less time dead, especially if she died before first minion wave reached the middle. Because of how ARAM works, you get a LOT of experience just from being alive, so if you died all your deaths between levels 8 and 14, and all her deaths were before level 8, you'd be spending far more time dead, and thus missing out on far more of the experience gain than she would be.
