TSM IEM Lineup

So just finished watching the vid about TSM's new starting squad and had a question. One of the LCS rules is that 60% (3 of 5) of the team must be residents of the region the team plays in so how is TSM running 3 European players? (Bjerg, Kasing, and Svenskeren) I know Kasing is technically a trial run for IEM to see if they like him and he likes them but still. Or is it that Bjerg has been on a NALCS team for so long he's considered a NA Resident?
