Holy crap! Remake penalties are harsh!

TL;DR Why does dcing before 3 minutes give you a harsher penalty than dcing after the 3 minute mark?

Recently I queue'd up for a normal in league, but was unable to connect to the game after champion select ended. I tried restarting league multiple times and even restarted my computer but still couldn't connect. I eventually solved the issue, or really the issue solved itself, but my team had already remaked, and now I'm stuck with 5 20 minute queue times. I understand the leaver in the remake has to be punished, but why should a remake penalty be worse than a afk in a normal match? If you leave a match for the first time in a while you might not even get a penalty, or at least get 5-10 minute queue times. When it becomes a habit you'll get more severe leaver buster punishments, like FIVE 20 minute queues. I don't understand this, but don't get me wrong i accept my punishment even if the cause of the dc was outside of my control but still, why does dcing before 3 minutes give you a harsher penalty?
