I've mained him for three seasons, so I'm biased... If you don't know how to position in a fight, don't play him. If you do, you will have a 60%+ win rate with him. Check out my game history to see how crazy it is. He sacrifices mobility and any tank ability for pure damage.
The key to winning with Vel is patience in finding your opening. As soon as they take one step in the wrong direction you need to capitilize on it but you have to be patient enough to recognize when that moment comes.
I'd say he's secretely OP. ;3 He has a decent playrate right now, but he's somewhat difficult to play. Once you #gitgud with him though, he can be very powerful.
Love him to death right now. Winning at least 60% of my games with him, whether I play him support, mid, or even top. Even when I see other people play him lately, 9 times out of 10 they are fed and carrying.

If there was ever a champion that could have fun while getting stomped, he's it. Half the times I play him my team gets demolished and wants to surrender, while I'm happily sniping away at the enemies grouping up on the inhib turret. He's great when playing from behind, but assassins (namely zed, lb, and fizz) will make your life hell.
He's okay from my experience but he's really team reliant. Having a velkoz is like having another hyper carry and the team should protect him but I don't see that very often when I'm playing him. If your team peels enemies off of you and you can land all your abilities you basically win the fight.

I think he's sleeper OP since the buff that allowed him to stack his passive with R.
I can't remember the last time I didn't get an S as Vel support. Exaggerating aside, he is a wonderful sup if you know how to ward. If you get caught you are dead. He is also fairly easy to play but always be careful with your positioning. I have trouble with him mid due to a lot of high mobile champs in that lane which can dive or evade your skills.
He's a sleeper pick.

I'm pretty trash but Vel is one of my favorite champions! He does decent damage throughout the game, and if they group up and you do your full combo you can do pretty good damage! I've yet to try Vel in mid, though, as I usually take him as support. He is good for harassing from afar, and if you angle your Q well, you may be able to hit people hiding behind minion waves. Be wary, though. He is very squishy and rather immobile so you gotta position well!
I find his ultimate stacking his passive is actually a bit OP considering it has an instant cast time and slow on it. which means he will always get the true damage off on the greater end of the ability.
Overall tho i like him alot. i was so hyped for him on release and he is still one of my more liked Midlaner.
Haven't played Vel'Koz in a good while, but IMO he's in a pretty fair state right now. He has a decent skill floor and ceiling, and isn't overbearing or weak. He's in a good spot, just isn't too popular of a champion for most people to play him.

Vel'Koz is still in a good place in the game. Compared to Leblanc, you are waaaaay better off just playing vel.
Velkoz is always going to be one of those champions who is never a bad pick just because of how his kit works. The only times he is disadvantaged is when he is against a katarina, fizz, yasuo or talon. Practically every other matchup is a skill matchup.
Also it is satisfying as hell to do good on him
