"Ranked Restriction" (Idea)

I'm not sure if this is the right board or if it's been brought up already, but I thought I'd pitch this idea.

Another form of punishment for people who don't deserve to be banned from the game but consistently ruin the competitive experience should be given, like the title says, a "Ranked Restriction". Self-explanatory: They can't play ranked for x amount of time but can still play all other game modes.

I'm not sure what would bring about this, but things like (as what's going around the front page right now) playing ranked while inebriated, consistently performing poorly (as this could be a sign of tilt) (this could also bring back the 'unskilled player' report), trolling, or giving up. I, personally, don't feel like someone who "gives up" should be banned (yet the 'Negative Attitude' report still lists it as a bannable offense), but they definitely shouldn't be in a competitive atmosphere.
