Matching system is a joke

I have no idea when I play rank, sometimes I can match someone unranked, or someone level 30. (I am silver 1 and level 80). And when I play normal match, I can match with bronze 5, bronze 2, silver 5. I don't understand whether it takes time for you guys help me to match someone around my level. But I play hard to get ride of toxic players in that level but I still meet them again and again. If there's not so many players, I can wait longer time. But I really don't want play a 30min game with toxic players. Thanks.

You are matched by your MMR. So, the joke is not the system, but your understanding of it.

How exactly is matchmaker supposed to understand if a player is or is not what you would define as toxic?
