I just curious will riot punish who do not use his account

I am currently G5, I met some people in rank, who is P5, P4 or G5, G4 and sometimes they feed like a pro. It's apparently not his account. I reported but no feed back. I am curious this game is going to be that toxic in the NA server?

Well, to be fair, every server has its fair share of toxicity. I don't know why you equate account sharing to toxic behaviour though.
