There was mention of having a featured gamemode permanently up but cycling through them continuously. That's what I think would be best.
They'll never add another permanent mode, they clearly said how permanent modes don't appeal to people after a couple of weeks. They want to do a rotation of all the modes we've had. But i don't see that coming any time soon.
Any resources used at adding another crappy alt mode are better used improving or supporting the only game mode worth playing. Summoners rift. Less than .05% of people played dominion. Why? Becuase its awful like every other alt mode.
