Jinx' statistics right now are pretty ridiculous.

With every summoner's rift queue combined, she's sitting at a 42% pick rate, and a 50% win rate. In ranked alone, she's sitting at 37% pick rate, and a 52% win rate.

These stats speak volumes about her dominance in the ADC role. These stats suggest that every three games, you'll see a jinx. If you're ranked, and see a Jinx, from stats alone, she has a higher chance of winning than you do.

Jinx has a 53% win ratio in Bronze, and a 51% percent win ratio in Diamond. This also suggests that being played at either a high or low skill level Jinx still gives you a better shot at winning than other adcs simply based off the champion.

her statistics are about the same as they were pre-nerfs

that tells you that these nerfs didn't do jack shit

Tough to say to be honest. You also have to take ban rates into account, for example someone like darius has a win rate of 46%, he's only gotten a pick rate of 4.76%.. okay but he has a ban rate of... 91.83% . Jinx isnt banned all that often compared to other adcs. To be honest however aoe rockets are fine, aoe rockets that CRIT however are not.

What abilities make her super op? She is kinda useless if she isn't at least 7/3. I never played Jinx, so I can't talk about how hard or easy it is to get there, but its probably not as easy as we think

I'd rather not nit-pick abilities because that presents biased information. Normally I prefer to let the stats talk for themselves. Riot said that Jinx is supposed to be a late game hypercarry, but she actually has a better win rate in games that end 25 minutes or sooner than she does if the game continues on longer.

If I were to do any changes to Jinx, it'd be to delay her powerspike to around the grouping stage. Right now, she's a really good laner and team fighter.

Either I haven't seen amazing Jinxs' or you have seen/ played a lot of good Jinxs'. Not once has Jinxs' been a problem to me. Yes, she has been a threat, but everyone that has more than 6 kills is considered a threat to me (is it weird that whenever a type "threat" I always type "Thresh" :P). Imo Braum and a friendly adc counter her easily.

Well, her strengths are:

  1. Some of the best in-lane poke in the game for an ADC that can also be used to safely and effectively farm minions. Gets a massive attack speed boost for free from the same skill, meaning that she can swap between long-range safe poke to medium-range duelist whenever she wants.

  2. High kill potential in lane with Flame Chompers. Pair her with Thresh or Leona and she can easily win the lane with decent timing. As the game transitions, they become an incredibly effective zoning tool that forces bruisers/assassins to blow mobility skills or take the long way around to get to you.

  3. Long-range slow that can be used to help her team engage, or to help her disengage. Does a pretty massive amount of damage for such a long-range skill as she stacks more and more AD.

  4. Unparalleled burst damage with SMD. I think only Graves can really reach the same level as far as ADCs go.

  5. Getting even a few resets in a teamfight make her incredibly hard to catch or kill.

All she's really got as far as weaknesses go is that she doesn't have a dash, but that's not a unique situation. Her dominance is because she has everything that an ADC wants without crippling downsides to having them.

This is always been the case since she was released. Jinx has always been one of the most picked champions, not only in the adc category, but the entire game. And she has always had an slightly above average win rate. She has never been a bad pick or out of meta. And unlike other really popular champions who have their win rates dragged down due to FoTM players, her performance has always been top tier.
