Is gnar still good?

Gnar is pretty alright. You have to learn him, but once you know what you're doing, he's actually one of the strongest top laners at the moment.

He is good but I believe they are nerfing frozen mallet which is in his build.

He has a high skill cap yes, but kit wise he does just about everything you'd ever want a top laner to be. Tank? check, Sustain? check, Capable of solo carrying? check, decent poke? check, hard cc? check, resource-less? check.
