Buff the CD reduction on 
to 20%.
At its current state it's hard to justify building it because it's simply less efficient for its cost than all the other boots.
And I'd like not to be.
Because it's a nice option to get CD on boots when the build you're going for just doesn't have any or enough.

20% will be too much and 10% will be far too little.
It's perfect the way it is.
15% lucidity boots are the reason I don't feel like I'm wasting points putting 5% CDR in masteries.
Just get the extra CDR in runes and masteries? then buy 1 other 20% cdr item... and boom 40%.

they're more likely to reduce the cdr to 10% and give it a price cut. They actually were about to at one point but people complained.

Boots are not fairly efficient, that's a fact. (Mobility boots rush on thresh is ridiculous)
Boots of Lucidity are fine.
Just add 
to it and call it good.
A new source of MP/5 is always nice.
