balancing out broken champs

so does anyone know if riot is ever going to balance out champs that are broken? like tryhardfuckboy, aka tryndamere, needs his ult nerfed so hard. Or like darius, or garen, or talon, or zed, or yas, or urgot. Seriously garen's passive is so over powered, if he gets away he comes back like 10 seconds later at full hp. Darius gets 5 stacks of his passive on a champ now he just adds 5 stacks to every champ he hits and the damage is so dumb for it, not to mention his ult gets 0 cooldown at 3 ranks if it kills someone. Talon has a 1 second cooldown on a jump that lets him jump any wall. Zed and yas just needs a damage nerf. And urgot's machine gun or whatever it is call needs to have a mana drain on it or something. I doubt that these are all the broken champs but these come to mind immediately.
