In my opinion: Gangplank needs to be addressed and adjusted to fit his theme

Gangplank is a champion who historically was known for his late game hyper carry status. Thematically he is supposed to be weak in lane (which he is rn, jayce,pantheon, jax, irelia, sion, riven, and the list goes on all thoroughly beat him) but eventually scale into a monster in return for losing most match ups. Once upon a time he had the ability to play passive and just farm up with q because he had decent mana sustain, but now he q's 3 times lvl 1 and goes oom forced to spam corrupting. Over the years most of his strengths have been stripped away due to him excelling for a patch or two and what now remains is a champ who cant even utilize his passive until sheen. He can hardly win any lanes being forced to substantially outplay opponents in lane phase or just get dove by enemy junglers over and over. I propose fixing gp's theme, Either making him an effective utility bruiser in team fights by empowering his ult and cc and also giving him more tank stats. OR make him a late game hyper carry again who actually has the potential to carry the game in dmg and kill everyone... like an adc would, I would reccomend increasing his e damage and giving him back 10% of the armor pen on them to start. Right now he doesn't fit either themes but rather hes just a mediocre ult bot that does very lack luster damage and also cant duel any of the meta bruisers. Take irelia, camille or aatrox for example, they all build items that do damage and supply tank stats while simultaneously having great base kits and base damages. If gp builds these he does no damage due to no base stats and also doesn't act well as a tank having no hard cc. Any of these meta bruisers building bruiser items can out 1v1 him with their eyes closes. Its really quite sad and he deserves to be addressed because he doesn't even fit his own designed theme and has strayed far away from the intentions of his reworked kit.

Ive added a link to show how much damage a 4 item gangplank now does in his current form. Triforce, Ghostblade, Phantom dancer, Mortal reminder damage. (supposed to be a hypercarry late game)

The problem is that they've allowed kleptomancy, which has always proven to only be overpowered on the few champions who can take it, but worthless on the other 140-- especially seen with the no-farm top strategy we had recently, to stay in the game despite the fact it breaks a fundamental component of scaling. Which would be your rate of income.

When all it does is push what's supposed to be a late game power spike due to a champion's heavy reliance on items after a weak lane phase, keeping it in the game means they have to nerf the champions because they're getting what's supposed to be late-game power at mid-game. And that's not fair to the champions.

It's not Gangplank who needs buffs, it's Klepto that needs to be removed.
