not really, both actually aren't that strong as people like to believe in the current meta. Yes they both do percent health damage, but kog takes way too long to scale and all these tanks bring a large amount of dive and cc potential. The likes of which is hard to deal with kog. Also, vayne is heavily attack speed reliant which means she's hard countered by Frozen Heart, she is also more vulnerable to cc then other "mobile" adcs.

I wish Jinx can be better, but the truth is not like that. As for Draven, he's too unstable and has too many counters.

Why can AD carries without shifting spells be listed on top 3? I have no idea. I just feel that they are really strong. In addition, EDG Deft is really good at the top 3. The patch is his luck.
