She can literally zone FOREVER in lane, and zone entire teams to a certain extent very well if she has flash. Make her stacks fall off after a certain period of time, or just make her stun fall off after a few seconds.

This is a pretty enormous change. I don't think you could do this and just leave her alone after that- she'd be insanely weak compared to live.
Not saying it's a bad idea- just saying you shouldn't do it in isolation
