Ideas on a Tribunal System idea

So im pretty sure everyone has literally heard everything u can on Bronze division or just rank in general, however I thought of an idea that i wanted to see if other people agreed with the idea of. Now its something i doubt Riot will ever do but what is there was two Tribunal Systems instead of one. One of these for normal and draft games then another specifically for rank. the Tribunal System for normal games would go as it normally does, but the one for ranked is specified for punishing a little harder on the issues we see a lot in rank. Then take how the MMR system and share it along side with getting placed against people based on if they have been either successfully reported or punished. So people who want to try and progress but are not toxic and people who are toxic take the penalty of a similar "low priority" set up.

Im really curious on what anyone thinks on the idea.
