Sion's passive needs buff, its completely after useless lvl 1-3 1v1 just 1 cc removes the whole thing pretty much completely since it lasts such a low amount of time giving him some tenacity or just slow resistance would be nice

Sion’s Base kit is strong enough so his passive is weak to compensate. Plus a passive where you need to die to use it probably shouldn’t be a strong aspect of his kit.
That's still a cooldown your opponents have to waste on a dead champion.
It can be rather useful as a distraction/thread during teamfights.
Sion is in a fine spot right now and doesn't need buffalo or nerfs. He does enough damagenin his passive state anyway.
