A Incredibly Balanced Corki Mini-Rework (Level 7 Corki)

As the title says...

As a level 7 , it is hard to climb with him due to him being incredibly weak and has a lack of damage in the early and mid game, as well as has subpar roams - he needs some damage buffs in the early game to make him more viable and capable of 100-0ing the enemy early game, as well as small changes.

Hextech Shrapnel Shells: 's basic attacks are permanently modified to deal 20% true damage and 80% magic damage

Hextech Shielding: After falling below 30% health, negates and shields himself for 12% of his maximum health (20 second cooldown)

Mana costs decreased from 60/70/80/90/100 to 50 all ranks

AD scaling increased from 50% bonus AD to 80% bonus AD

AP scaling increased from 50% to 80%

New Effect Phosphorus Bomb reduces the target's armor and magic resist by 5/10/15/20/25 for 4 seconds

W: Valkyrie

New Effect Valkyrie now resets on enemy champion kills and assists

New E: Missle Barrage (20 mana and 1 missile) (12/11/10 recharge time) (Static 2 second cooldown) (1225 Target Range) (1950 Speed)

Passive: stores a charge of Missile Barrage periodically, up to a maximum of 7 at once, and starts with 7 missiles every time he respawns.

Active: fires a missile in a line that explodes if it hits an enemy (75 Effect Radius), dealing 75/100/125/150/175 (80% AD scaling/60% AP scaling) magic damage

Every third missile is the Big One, dealing 150% increased damage and increasing its explosion radius (150 Effect Radius)

New R: Special Delivery (1800 Target Range) (100 Collision Radius) (1500 Speed) (140/120/100 second cooldown) (no mana cost)

Passive: The Package: After receives his ultimate, The Package is delivered to both corners of 's fountain, which he can pick up after channeling for 1 second. Doing so grants him one cast of Special Delivery within the next 60 seconds, as well as 40/50/60% bonus movement speed for 10 seconds

Active: After collecting the package, is able to dash to the target location with extreme speed, unstoppable and knocking aside all enemies hit 500 units and leaving behind a fire trail for 5 seconds.

Any enemies that remain in the area are grounded and slowed by 99% and dealt 7-25 (based on level) (40% bonus AD scaling) (20% AP scaling) magic damage every quarter-second, for a maximum of 150-500 (based on level) (750% bonus AD scaling) (100% AP scaling) magic damage at 20 ticks of damage.

Casting Special Delivery instantly resets Valkyrie's cooldown.
