after our toplaner got victimized by the top+jg duoQ, he started a FF vote and left, cant blame him, but the game kept on after we all agreed :x

That's a 'shop. 3-2 FF vote is a failed FF vote. And for some reason the current system counts uncast votes as "no". So 3-0 = 3-2, AKA failed FF vote.
