Sudden impact is definatley better. Maybe you could take cheap shot vs someone tanky if you see yourself having a real slugfest in lane. You can compare the damage you get from runes ingame and in your match history now.

I’d personally say take Cheap Shot against immobile tanks, since you’re more likely to land Bear Trap. Also, if you plan on building Frozen Mallet against your opponent, you may like it since you’ll proc it more.
