So I lose LP for not locking in a champion I'm hovering??

The new champion select is cool and all but I find it really stupid how I have to lock in and It still counts as a dodge even though I'm hovering the champion I want to play. They should really fix this because I like to hover the champions I wanna play before I fully have to commit to it.

I also want to know if I am in que with a friend and he/she doesn't lock in do I lose LP too?
