Time Warp Tonic: The movement speed boost this rune provides means that there will always be a reason to use a potion, even at full health, much like how corrupting potion will always have a use, all be it a meager one, regardless of your health or mana. However, while you can burn a corrupting potion charge to gain its damage over time effect, you cannot burn a charge of any other potion to access the time warp buff. This leads me to ask, "what the heck?" Strong words, I know, but it would be exceptionally excellent if Riot permitted the use of a time warp tonic while at full health and mana.

Nullifying Orb: Clearly, this rune is specialized to only absorb AP damage because it should not be a copy of bone plating, and the fact that it scales with AD and AP makes it too potent for it to be permitted to work against both damage types. Unfortunately, this rune can be rendered nearly useless in a fight with a full or near full ad team, especially when against an AD mid lanner. I would suggest that the damage type that nullifying orb is triggered by be changeable at the fountain.
