Runes and Flexibility

I would like to see more runes. Specifically, I find the sorcerer, resolve, and inspiration trees to be deficient by one keystone. They should all have four. To what end would this be beneficial? Off meta plays. Omnistone is an excellent example of what I am talking about. Additionally, I think it would increase champion flexibility if a no keystone option was given, something that gave only flat and scaling stats. I also like the no flash idea, but perhaps it would be more prudent to give everyone flash without counting it against the two spell limit.
