Maybe it's the low elo I'm sitting in where she dominates, but her kit is just busted. Percent health true damage? Invis roll? A stun with huge range? I feel like riot wanted a tankbuster and accidentally made an overpowed character that took the mind of a chimpanzee to play, and with the nerfs and buffs to the wrong champs I've seen recently, they are probably too blind to realize that themselves. Seriously, how is her ult outplay when I can’t even target her because she goes invisible every 2 seconds. Her ult is literally the new Akali W except she can move wherever she wants, she is ranged and doing max health true damage.

Pandemic Punch2 votesThe draw backs are that she is VERY weak in lane and still doesn't scale to the point where she can wipe out an entire team like Twitch. She is like a mobile skirmisher who is extremely vulnerable to assassins and can't out carry a hyper carry.
I understand your frustration though. Especially if you play tanks. You can do your job all you want, but you might as well not exist in the game with a Vayne on the enemy team. It is like your role serves no purpose at all if you don't have teammates who can keep her under control. It doesn't feel good to have 800 armor and 4k health on Malphite and die in 7-9 auto attacks.

As you said, she deals % maximum health true damage. The thing that people are supposed to build in order to mitigate true damage is flat health. So her kit is empowered by the statistic that is used to mitigate the thing that makes her strong?? What???
But, .. I realized, she does have short range for a marksman, low resistances, and no built in sustain. Because of her % max health true damage, she has relatively low Base AD, as well as relatively low base and scaling stats compared to other marksmen.
Also, .. this is the thing that I don't think people think about too much. ... Yes, she is designed to be a tank-buster, but she is one of the few champions who has no magic damage sources in her kit.
What does this mean?
It means her damage is not very effective against enemies with lower max health that build armor.
She is still strong, .. and yeah ... pretty brandead ... but that is her counter.
