Soraka with the new RoA?

So, I've been thinking about different ways the changes to most of the game's items work and I've kinda been largely stumped by RoA changes. They've basically made it almost exclusively a tank item for self-sustain. I wouldn't be surprised to see this pop up on tank Ekko builds just because he has low CDs on pretty much everything. But what I'm curious to know is, does the HP cost on Raka's W trigger the mana recovery on RoA? If it doesn't, it would be nice if they changed it so that it did - Raka could really use some love these days.
