When exactly do you plan to introduce the option for me to choose not to play with somone?

This matchmaking system is around for 7 years going 8 and for all that time there is no such thing in it. When I have played a game with a person that I never want to play with again I do not have the option to do that. When are we going to introduce this amazing function to matchmaking?

They said they won't because it is abusable, specifically in high elo where the play with the same people.
