15? jeez you are strong willed then. Ryze is in a pretty shitty spot at the moment. He does need a buff but he is still strong. If you are skilled with the combos and stuff, that is one thing but Ryze plays off having great game sense. Your knowledge is what matters with him.
Both. It's both.
if you are really good at ryze you can pull him off, but it's much better just to play a different champion IMO.
Probably bad with him. Hes very high tier in mechanics and isnt a champ u can master overnight
Ryze is really, really hard to master.
you would have to put a lot of effort into him, but when mastered, he can be really strong.

This is true.
However, what you didn't say is that his simple combo's are fairly simple (if a bit clunky), so if he were balanced, he would be wrecking everyone with his simple combo's.
So instead he is nerfed to the gutter and can only wreck when mastered.
Agreed. Still wish they would revert the levelled E cooldown nerf half-way. Would have been perfectly sufficient.
Easy Solution! Go into a practice game and learn his combos!
He needs a R being some kind of area or multitarget damage and not that useless teleport.
Ryze is in the dumpster right now. B/c his ult can have a big impact in pro play the rest of his kit got nerfed pretty hard with increased cooldowns, making his earlygame which was already not great even weaker, and while he is decent at midgame 2v2/3v3 skirmishes he is still pretty damn weak in lategame teamfights b/c of his range and having to setup to get optimal damage in a fight, and
extra tankyness and
shield are generally not enough to help him survive a teamfight in league of burst damage.
If you weren't in an unfavourable matchup, his early game was actually pretty insane. People were just still practicing the new kit.
Think about it. You can make it through early and even punish your enemies for mistakes and kill them now with E on like double [or more] the cooldown. That means before, you could have played exactly the same, but always had the shield up for trades where you now just use a single E. Or pumped out twice the damage compared to the time between E's now. That is pretty crazy strong. This goes on until level 9-12, depending on how much CD on E you need. He was very strong, both in competitive and soloqueue. As a Ryze main, I would compare getting the old kit back to being Yasuo, with three ranged damage spells, considering how loaded your kit would be in the early game.
Ryze is a late game machine but before that you are going to get pounded into the dirt a lot
