what ppl seems to forget sometimes is that, with meta changes, items build changes, counter nerfs, team comp change etc... champs power changes a lot. Annie was buffed when DFG was gone. But the game changed radically since S1-2. I wouldnt say EXACTLY that shes uber OP. But She is among the strongest mid laner/burst support atm. Very very few champs can rival what she brings to the table. Besides, the best defense is a good offense they say. If annie insta stun burst you, she doesnt need the mobility or defense or even peel since the threats are dead or stunned and followed up upon.
