Give guardian angel 10% CDR

I don't think the problem with Zhonya's Hourglass is that it's overstated or has an OP passive, I think its the fact that AD champions dont have an equivalent item. Currently these are the items stats:

Guardian Angel Gold Value 45 attack damage = Gold 1575 40 armor = Gold 800 Total Gold Value = Gold 2375 Cost = 2800 Guardian Angel is 84.82% gold efficient without its passive.

Zhonya's Hourglass Gold Value 75 ability power = Gold 1631.25 45 armor = Gold 900 10% cooldown reduction = Gold 266.67 Total Gold Value = Gold 2797.92 Cost = 2900 Zhonya's Hourglass is 96.48% gold efficient without its active.

This is pretty crazy considering that Zhonya's also has a better active and since it has insanely good build components, you can rush it early game, compared to Guardian Angel which is almost always a last item. My recommendation is to give guardian angel 10% cooldown reduction so it looks like this.

Guardian Angel Gold Value 45 attack damage = Gold 1575 40 armor = Gold 800 10% cooldown reduction = Gold 266.67 Total Gold Value = Gold 2641.67 Cost = 2800 Guardian Angel is 94.35% gold efficient without its passive.

Guardian Angel still has a garbage build path and still would be less gold efficient with a worse passive but at least its comparable to Hourglass with these changes.
