There's too much damage in League, that's all there is to it In my opinion, damage as a whole needs to be toned down.

Vi is fine imo, she's one of the few champs who have super dangerous point and click cc. It keeps her decently relevant despite any setbacks she may have, since as long as the rest of her team can conglomerate onto her target they'll be in a decent position, similar to how champs like Lissandra and Irelia can sttill be useful at most points.
