Suggestions for Troll/Feeder Prevention

Maybe it's just me, but I have played several games in a row with trolls and feeders. Now from what i know about how Riot bans people is the tribunal bans anyone who is reported multiple times for the same reason. The issue I see with this is that someone who is banned for feeding is allowed to come back and play the game again. If you actually care about this game, then you don't feed. It should be that simple. I am inclined to think that riot should start permanently banning anyone who is trolling/feeding intentionally. My second suggestion is that riot starts banning by IP addresses, so when someone gets banned on one account they can't just log in on another one of their accounts and continue to troll at their own discretion. Does anyone else think this would help the issue? One last thing; I don't mean to sound like a whimpering little kid or anything, but I am stuck in bronze 5 and I haven't been able to get out with all the recent trolls I've had to deal with. I will get fed continuously in ranked, but I can't seem to get to promos because there's always trolls in my promos. Just my luck right? D: The reason that I'm bronze 5 is that last season the second I hit 30 I jumped into ranked games without honing any of my skills. And now that I have made tons of progress i still can't seem to leave bronze. Has anyone ever heard of Riot promoting players who are improperly ranked?
