400ms-1000ms in PBE for every single player

Wanted to chill and play some PBE. Literally everyone had between 400ms and 1000ms the whole game. Not fun, and unplayable.

also it is the pbe so it does do this at some point, the infrastructure of the pbe is alot worse the live server
