Dropping Divisions in Preseason?
So apparently you can drop Divisions, I know it doesn't mean much now; but i feel it will effect my placement.

It will.
The elo ranking doesn't matter, the MMR behind the scenes is what actually matters.
The new season formula is something like (current MMR + 1300) / 2, and that's what your placements start at. If you're low elo, you get a freebie boost up(more relative to how low you are) to see if you can keep up at that level. If you're high elo, you drop(farther relative to how high you are).
