Tutorial bugged?

So i made a new account cause i was bored with playing on my main and no i didnt not get banned ignore my name. Ive finished the last quest 3 times and it never completed but today i logged in and saw that ive received the capsule but i havent? because when i leave it says i can come back before lvl 11 and claim my reward.
