If the enemy team has not built any armor, is it better to build armor penetration to eliminate any base armor+runes or go full AD?
AKA: What is worth more to buy when the enemy hasnt built armor, armor pen or attack damage?

armor reduces the damage your AD does by a % so getting your damage reduced by 0% is better than say you having more AD and having it reduced by 15% depending on the champion you are and how synergistic each stat is to you.
