Kog'Maw passive design is inherently flawed

Kog'Maw doesn't have a passive until he dies, which inherently contradicts the concept that the ADC is supposed to be on the back line and stay alive as long as possible.

I mean, look at Kai'Sa's passive and compare it to Kog's and tell me we're talking about fair play here.
