How good is talon at the moment 7.11
im just wondering how good talon is compaired to other mid laners right now or if he is better top or jungle at the moment

As a Talon main who has over 400k mastery points on him, I think Talon is in a pretty decent spot at the moment. You can play him mid or top and see relative success but I wouldn't recommend him in the jungle. His clears are too brutal without any attack speed (and if you do take attack speed runes/masteries, you hurt your damage output during ganks and team fights).
He's good, just gotta shift to a shiv+ie build atm due to how much burst shiv has now and black cleaver's nerf and triforce's buff does make it really good to buy sheen and sit on that until your 5th or 6th item which you finish triforce.
Sadly only AD assassins who can regularly make use of AAs are good and that's due to shiv's buff giving it damage back, MS boost, and still retaining waveclear.
