Ezreal shouldn't be nerfed, Frozen Gauntlet is the problem

Ezreal Trueshot Barrage (R) cooldown increased to 120 seconds from 80 seconds.

As you can see in the link, next patch Ezreal is getting nerfed. But when you think about it, none of his other builds are really strong. The increase in his ultimate cooldown will lower his damage and waveclear by a lot(especially AP). And at the moment, in each game there are about 3 to 4 frozen gauntlets that just shows the power of the item, sure Ez has hyper sinergy with the item but that shouldn't mean that none of his other builds shouldn't be viable.
