Why should my team have to deal with a troll or dodge?

Mid or feed Jungle, I am fine double jungling, I'm going to jungle no matter what I only play ____ , I will go ____ whether we have one or not

I'm pretty sure that every player in League of Legends has experienced one of these terms more than once, it is well known that League has one of the worst player communities in the world, it's bound to happen when you also have one of the largest playerbases, however just because it is bound to happen doesn't mean that it is that hard to fix.

The tribunal system, while riot says that it gets good results, honestly doesn't seem that effective, if it was that effective, how come almost every other game I am forced to play with someone who is willing to ruin a game, afk, or take a role that has already been locked in and have no immediate counter expect a self induced penalty such as queue dodging. How come the** only way** to deal with a "troll" is to punish yourself or hope and beg someone else to dodge?

If four players have an issue with one player on their team, who is not a team player, who is not following the code of conduct, who is not following the age old rule of pick order,** why do they have to lose because their is no counter to it**?

Why hasn't riot introduced a system where perhaps, if one person trolls in champ select, the four other players can vote to kick him form the queue and give that player the dodge penalty or in subsequent cases a ban? It seems like a fool proof system, only introduce it in ranked games because they are the games that matter the most, if it requires 4 players to produce a kick then it will only be able to be used if one player is obviously detrimental to the team or player environment.

Obviously there will be some critic or rioter that disagrees with me here, however after just loosing a game because i already had a jungler, the last pick locked in a second jungler, and there was no support, no coordination between the two, no obvious strategy, it seemed like there was a 1 in a million chance we could win the game. So bring on the criticism, just make sure to think about this the next time you here the words ____ or feed.
