Twice I pressed w on time. It said the word parried. But i still died to pyke's ultimate.

Is this a bug or was this intentional mechanic.

idk anymore

i have literally had the words "cannot be disabled" popup WHILE i get CCed...

pykes ult going through is a bug. however the voli example you posted if some abilities are pressed through there is a delay before it starts if during the delay a CC ability occurs there is the possibility that the first ability(volis overhead throw) will go through as it had been pressed and all requirements for it to go through had been met and so it used it upon WW after ult. This happens rarely as the delay in between requirements for an ability to go through and actually using the ability is slim

To clarify what happened here: Volibear used his E, which provides a tiny amount of CC, which you ignored, so it showed "Cannot Be Disabled", but then his Q was allowed to complete right after your ult hit him, which then cancelled your ult.

Volibear's Q "autoattack" was past the lockout frame, so it was allowed to complete right after your ultimate.

Seems to be working as intended, as wonky as it is.

Pyke has been able to do this since release and I've never seen Riot comment on whether this is intended.

Yes

As long as a champion's HP is within Pyke's execute HP threshold, Death from Below WILL kill, ignoring protection abilities and summoner spells.
