Full AD or full AP, Xin Zhao will wreck your team up! either nerf the AP, or the AD.

Not even close to OP. He does nicely in the new jungle with the "smite enemy champions" enhancement, helps his ganks a ton. Which is his job, non stop early game ganks to snowball the team. He falls off late game unless you give him 15 kills in 10 minutes or something.

He is in the same zone as Lee Sin, really good early-mid game, but falls off damage wise late game.

Why do people say any champion falls off in terms of damage? They might not scale more and more like some champions but the difference is between dying in 1 second or 1.5 seconds. I'm exaggerating but the point is valid. Lee Sin, for example, has massive early game pressure through ganks, counter-jungling and his mobility. He still has all of that plus whatever extra from items.
