Changing runes at base

I think everyone has had a time where they hadn't finished their runes in champ select and ended up playing with random runes. It would be nice if we could change runes and summs at base, and in champ select we wouldnt be able to see the enemy team runes and masteries until a certain time into the game. going to keep this short because Im in a game and just messed up runes lol.
