How many victorious skins will there be this season? One for each split (plus chromas)? If there is just one victorious skin, do I need to play in all splits or I can just get gold 5 in last split in order to be eligible?

Where did you get the idea that there would be 3? There will be 1 at the end of the season and most likely same thing as always And it's not gold 5 it's gold 4
There is only one Victorious skin, it will be at the end of the season like always. Get to Gold 4 and you can have the skin by the end of the season.
The Splits give split rewards that are already available to be unlocked by winning matches right now.
