Is this really necessary? The nerf halves the laser damage on Heimendinger's Upgraded Q. If the nerf goes through the PBE, Heimendinger's Ult Q laser deals less damage on level 3 than it did on level 1. Isn't this a bit too much considering how weak mages are now anyways? [zombie-nunu-bummed]

Yeah, except when they're picked at top lane. Especially a Heimerdinger...
LostFr0st1 votesHeimer is really oppressive vs. melees and is mostly played top-lane vs tanks/bruisers. He's not weak by any stretch right now, but I'm not sure those nerfs are the ones he needs. Those nerfs don't really address the problem tbh.
