Playing safe?

does anybody else have the feeling they are punished for playing safe? I mean to me its "regular" but i guess in todays meta you can call it safe. i come out of lane phase like people used to before this season (outside of a lucky snowballed lane) with just few kills and deaths. and i feel like i can go into a solid usefull midgame,

until i notice that everybody else in the game has 10 kills and 10 deaths and is 1-2 items ahead. feels like im getting punished and am useless because i play a solid lane instead of trading kills back and forth. until all people are full build. especially now with the buffed bounties,

ofc its not every game, but certainly the majority

is there any reason not to just jump into fights constantly? and even if you lose you eventually grab a big bounty on the enemy and are as snowballed as him. its just the people who arent killing and dieng constantly are not keeping up with all the snowballed guys.
